Terms of Service

These terms explain what BillOkay is, what we do (and don't do), and what we ask of you when you use the service. We've written them in plain language because you're often reading this at a difficult time. Please take a moment to read them before you send us a bill.

1. About BillOkay

BillOkay ("BillOkay", "we", "us", "our") is a hospital bill auditadvisory service operated for Indian consumers. We help you review itemised hospital bills against publicly available benchmark rates (CGHS, NPPA, PMJAY, IRDAI standardisation lists, AIIMS reference rates, and similar public sources) and produce a plain-language audit report along with a ready-to-use dispute letter.

BillOkay is not:

  • a law firm, and we do not provide legal advice or representation;
  • a hospital, clinic, or healthcare provider — we do not provide medical advice, treatment, or opinions on your clinical care;
  • an insurance company, broker, or IRDAI-licensed intermediary — we do not sell, adjust, or settle insurance claims;
  • an authority that can order refunds, penalties, or regulatory action against a hospital;
  • a substitute for a lawyer, chartered accountant, doctor, insurance ombudsman, or consumer forum.

By using BillOkay, you accept these Terms. If you don't agree with any part of them, please don't use the service.

2. Eligibility

  • You must be an Indian resident or be submitting a bill for treatment received in India.
  • You must be at least 18 years old to use BillOkay on your own behalf.
  • If the bill relates to a minor (under 18), the parent or legal guardian must submit it on the minor's behalf, provide consent, and be the "data principal" under India's Digital Personal Data Protection Act, 2023 ("DPDP Act").
  • If you submit a bill for another adult (for example, an elderly parent or spouse), you confirm you have their permission to share their bill and health information with BillOkay for the purpose of an audit.

3. How the service works

  1. You send us your bill. Send a photo or PDF of your hospital bill to BillOkay on WhatsApp at +91 99716 01653, or through any web form we make available on billokay.com.
  2. You give consent. Before we process any health-related information, we ask for your explicit consent — either via a checkbox on the web or an opt-in reply on WhatsApp. Simply sending us a message is not consent on its own.
  3. We audit the bill. We read each line item, compare charges against publicly available benchmark rates and standardisation lists, and flag items that appear to be overcharged, non-payable under standard health insurance norms, or otherwise irregular.
  4. We send you a report. You receive a written audit report summarising findings, along with a dispute letter you can use as-is or adapt.
  5. You decide what to do. Whether you use the report to negotiate with the hospital, forward it to your insurer, escalate to a regulator, or do nothing — that choice is entirely yours.

4. Pricing

BillOkay is currently free of charge during our launch phase. We are personally reviewing every bill to learn what patients need most. Pricing may be introduced in future — if and when it is, we will notify you clearly before your bill is audited, and you will always have the option to decline.

5. Your responsibilities

When you use BillOkay, you agree to:

  • Submit accurate documents. Send the complete, unedited bill and any related documents (discharge summary, insurance denial letter) you want us to consider. Don't tamper with or fabricate bills.
  • Have the right to share. Only submit bills that belong to you, or that you are authorised to share on someone else's behalf.
  • Read the report before acting. Review the audit findings, the caveats, and the sources we cite before you rely on them in a negotiation, complaint, or claim.
  • Handle your own communications. BillOkay does not speak to hospitals, insurers, or regulators on your behalf unless we've explicitly agreed to a separate paid engagement in writing. Any letters or calls to the hospital, insurer, or authority are yours to make.
  • Be honest with us. Don't misrepresent yourself, the patient's identity, or the circumstances of the bill.
  • Follow the law. Don't use BillOkay to defraud a hospital, insurer, or government scheme, or to pursue anyone abusively.

6. Important limitations — please read

This section is the most important part of these Terms. We want to be upfront about what our audit can and cannot do.

  • Advisory only, not legal or medical advice. Everything BillOkay tells you is informational. We are not your lawyer or your doctor. Please consult a qualified professional before taking any legal, medical, or financial action based on our report.
  • Benchmark rates are references, not enforceable caps.CGHS rates, PMJAY package rates, NPPA drug ceiling prices, GIPSA rates, AIIMS rates, and IRDAI standardisation lists are important benchmarks — courts and regulators frequently cite them as tests of reasonableness — but with the following exceptions (chiefly certain NPPA-scheduled drugs and notified device ceilings) they arenot legally binding caps on private hospitals. A hospital may reasonably charge more than the benchmark; conversely, a charge in line with the benchmark may still be disputable on other grounds.
  • No guaranteed outcome. BillOkay does not promise, warrant, or guarantee that you will receive a refund, a bill correction, a waiver, a successful insurance claim, or any specific monetary saving. Hospitals and insurers may reject, partly accept, or ignore findings in our report.
  • Findings may be contested. The hospital may dispute our audit — for example, by pointing to clinical necessity, package inclusions, negotiated tariffs with your insurer, or facts we could not see from the bill alone. That is expected and normal.
  • We depend on what you send us. Our audit is only as good as the documents you share. If a bill is illegible, incomplete, or missing context (like the discharge summary or your policy wording), our findings will be limited to what we can reasonably infer.
  • Best-effort service. We aim for accuracy and turnaround, but we do not guarantee that our audit will catch every overcharge, error, or non-payable item, or that turnaround times will be met in every case.

7. Intellectual property

The BillOkay name, logo, website, audit methodology, report templates, dispute letter templates, and other original content are the intellectual property of BillOkay and its operators. You may use the audit report and dispute letter we provide for your own personal dispute — including sharing them with your hospital, insurer, lawyer, or a regulator — free of charge.

You may not resell, redistribute, publish for commercial purposes, or use our reports, templates, or content to build a competing product. Public benchmark data we cite (CGHS, NPPA, PMJAY, etc.) remains the property of its respective issuing authority.

The bill and documents you upload remain yours. You grant BillOkay a limited, revocable licence to process them solely for the purpose of delivering the audit you requested, in line with our Privacy Policy and India's DPDP Act.

8. Acceptable use

You agree not to:

  • submit forged, altered, or fabricated bills;
  • impersonate another person, or submit someone else's bill without their consent;
  • use BillOkay to harass, defame, or extort any hospital, doctor, or insurer;
  • attempt to gain unauthorised access to BillOkay's systems, WhatsApp account, or the accounts of other users;
  • send us malicious files, spam, or content that is unlawful, obscene, or infringes anyone's rights;
  • scrape, reverse-engineer, or systematically extract data from our website or reports;
  • use the service in a manner that violates any applicable Indian law, regulation, or court order.

We may pause or discontinue the service to anyone who breaches these rules, without notice, and may report unlawful conduct to the appropriate authorities.

9. Service availability

BillOkay is provided on a best-effort basis. During the launch phase in particular, response times may vary — bills are reviewed personally by our small team, and we may be slower during peak periods, public holidays, or WhatsApp/Meta outages. We may modify, suspend, or discontinue any part of the service at any time, with or without notice. We are not liable to you or anyone else for any modification, suspension, or discontinuation.

10. Limitation of liability

To the maximum extent permitted by Indian law, BillOkay, its founders, employees, contractors, and affiliates are not liable for:

  • the outcome of any negotiation, insurance claim, complaint, or court proceeding you pursue based on our audit;
  • any amount a hospital refuses to refund, any claim an insurer denies, or any settlement you accept;
  • any indirect, incidental, special, consequential, or punitive loss — including lost income, lost opportunity, emotional distress, or reputational harm;
  • errors or omissions in publicly available benchmark data (CGHS, NPPA, PMJAY, IRDAI, AIIMS, GIPSA, etc.) that we relied on in good faith;
  • events outside our reasonable control, including WhatsApp or Meta outages, third-party OCR/AI provider failures, cloud outages, cyber-attacks, natural disasters, or government action.

If, despite the above, we are held liable to you for any reason connected to your use of BillOkay, our total aggregate liability will be limited to the greater of (a) the total fees you have actually paid BillOkay in the twelve months before the event giving rise to the claim, or (b) ₹1,000. During the launch phase, when BillOkay is free of charge, this cap will be ₹1,000.

Nothing in these Terms limits any liability that cannot be limited under Indian law — for example, liability for fraud or for a wilful breach of the DPDP Act.

11. Indemnity

You agree to indemnify and hold BillOkay harmless from any claims, losses, or expenses (including reasonable legal fees) arising from (a) your breach of these Terms, (b) your misuse of an audit report or dispute letter (for example, to make false statements to a hospital or regulator), or (c) documents you submitted that you did not have the right to share.

12. Governing law and jurisdiction

These Terms are governed by the laws of India. Any dispute arising from or in connection with these Terms or your use of BillOkay will be subject to the exclusive jurisdiction of the competent courts atBengaluru, Karnataka. Nothing in this clause prevents you from pursuing consumer remedies available to you at your place of residence under India's Consumer Protection Act, 2019.

13. Changes to these Terms

We may update these Terms as the service evolves or as the law requires. When we do, we'll update the "Last updated" date at the top of this page and, for material changes, we'll notify you on the website and — where reasonably possible — on WhatsApp before the change takes effect. Your continued use of BillOkay after the change means you accept the updated Terms. If you don't accept them, you can stop using the service and ask us to delete your data (see our Privacy Policy).
